Master Plan Process

The Airport Master Plan process is guided by the FAA through Advisory Circular (AC) 150/5070-6B and FDOT through the Guidebook for Airport Master Plans (see Resources page). A graphic of the process is provided below. In addition to the technical elements, the process includes three meetings with a Technical Advisory Committee (TAC), by invitation only, and two public open houses. For more information on the TAC and the public open houses, please see the Public Involvement page.

Several elements of a master plan require review and approval by the FAA and FDOT: the aviation demand forecast, the Airport Layout Plan (ALP), and the Exhibit A (Airport Property Inventory Maps).
